Looks like a navy boat in drydock.

The purpose of this blog is to try to get some laws passed against ships running engines 24/7 inside U.S. cities. I believe they do it so that electricity can run inside for the crew and maybe for some machinery. Why can't they hook up cables from the city's power grid and TURN OFF THE POLLUTING ENGINES? These pictures are from Portland, Oregon, west coast of the USA, but I'll bet the same thing is going on this very moment in San Diego, LA, the Bay, Seattle, and Vancouver BC.
